Office of General Secretary
1. Office of General Secretary of MIA shall be run by the Secretary who shall exercise its duties and responsibilities in compliance with the applicable legislation and the rules set forth under this Administrative Instruction.
2. Office of General Secretary is comprised of Office Chief, senior administration officer, chief financial officer, certifier, transport assistant and other temporary bodies established by a decision of the Minister.
3. Office of General Secretary, apart the administrative and managerial responsibilities determined by applicable legislation, will also be in charge of the policy-making level in the Ministry.
4. The office of General Secretary will be responsible for coordination of all activities in terms of drafting and implementation of policies and legislation of MIA.
5. The office of General Secretary will be a communication line between all the level of responsibilities in the Ministry.
6. Office of General Secretary will manage the entire budget of MIA except the cases as defined in special laws.
7. Under the Minister’s recommendations but also of respective departments, is obliged to supervise the process of drafting and implementation of policies and applicable legislation by all Executive Agencies in the Ministry.
8. Recommendations of the Minister in relation to Agencies established by special laws are addressed directly to senior management of Agencies, but at the same time to the Office of General Secretary.
9. From the moment of issuance of these recommendations the Office of Permanent Secretary takes the obligation to coordinate the implementing activities in cooperation and full coordination with senior management of these Agencies.
10. For every recommendation drawn out from Minister’s Cabinet it is obligatory the presentation of a special report to Minister’s Cabinet related to the process of implementation and progress achieved.
