Department of Budget and Finance
1. The Department of Budget and Finance shall run a chief financial officer and performs the following duties and responsibilities:
1.1 Assists the Ministry in preparing the draft-budget for the Ministry;
1.2 Ensures that budget organizations respect all budget circulars and administrative instruction regarding the draft and execution of the budget;
1.3 Drafts and submits the proposed budget of the budget organization and requirements for budget allocations;
1.4 Realizes the dynamic plan for projects implementation and allocation of funds for budgetary categories;
1.5 Plans the cash flow statement;
1.6 Carries out financial affairs management;
1.7 Makes sure to meet all obligations of the budget organization by including timely payment of all invoices and implementation of court decisions;
1.8 Ensures that the information systems and the procedures to monitor each expenditure process are in place (from initiation to the payment of invoices) and coordination of order transfer for commitment and payment and other documents by authorized officers, Procurement Office, Certification to the Department of Treasury;
1.9 Records all revenues;
1.10 Reports on the status of revenues; and
1.11 Reconciliation with the Treasury.
2. Department consists of three divisions:
2.1 Budget Division;
2.2 Finance Division and
2.3 Division of Revenues.
