Enver Oruqaj

Political Adviser to the Minister of Internal Affairs

Date of Birth: 6 December 1962

Mr Oruqaj is political adviser to the Minister of Internal Affairs of the Republic of Kosova.

During his career, he has specialised in internal affairs, defence and security issues. He studied at the Middle School for Internal Affairs (1977-1981) and at the Military Academy for Infantry (1983-1987).

He has participated in specialist courses including:

  • Managing Defence in a Democracy (Cranfield University & UK Defence Academy)
  • Security Sector Reform and Governance in the 21st Century (Democratic Control of Armed Forces, Geneva)


Prior to his appointment to the Cabinet of the Ministry of Internal Affairs, Mr Oruqaj was Director of the Office for Public Security in the Office of the Prime Minister (2004-2008).

From 2003 until 2004 he was an adviser to the Prime Minister of Kosova and from 2000 until 2003 he served with the Kosova Police Service.

From 1999 until 2000, Mr Oruqaj was a senior official in the Ministry of Public Order of the Provisional Government of Kosova.

Prior to this he was Commander of Brigade 142 of the Kosova Liberation Army in the Operational Zone of Shala from May 1998 until June 1999.

He had previously served as Deputy Commandant of Police Station 92 in Prishtina from 1989 until 1990.

He is married and has three children.
