Department for Drafting, Implementation and Monitoring of Policies
1. The Department for Drafting, Implementation and Monitoring of Policies shall run a director and shall perform the following duties and responsibilities:
1.1 Department is responsible for Drafting, Implementation and Monitoring of Policies and Legislation of MIA;
1.2 Through the Office of General Secretary shall recommend to all executive agencies in terms of drafting, implementation and monitoring of policies and given sections of the applicable legislation;
1.3 In cases of the agencies established under separate laws, these recommendations are communicated through the Minister. The recommendations made, after analyzing and qualification by the Minister, take executive power in relation to the given agency;
1.4 Analyzes on regular basis the policy and planning documents of MIA including sections of legislation, reports on their implementation as well as relevant statistics and other data;
1.5 Submits to General Secretary and Minister proposals on policies in the area of general security, supervision and control of the state borders, to maintain order and public safety, different threats in relation to public order and general security of citizens;
1.6 It is responsible to draft policies and give recommendations in the field of emergency readiness.
1.7 Develops draft policies and documents of MIA in these areas and prepares reports on their implementation;
1.8 Evaluates draft policies and planning documents as well as the reports and other similar documents, drafted by other departments and agencies of MIA and comments on their compatibility with strategic goals and existing documents of MIA, including also documents at the government level on policy planning;
1.9 Evaluates daily reports of the Kosovo Police activity;
1.10 Collects necessary information in the field of general security;
1.11 These information shall be provided through direct line of communication between MIA and Executive Agencies;
1.12 Analyzes this information and after their qualification informs the Cabinet of the Minister through the Office of Permanent Secretary;
1.13 The flow of this information shall be regulated under a special act by the Minister;
1.14 This Department shall coordinate different proposals within MIA and in reaching an internal consensus regarding draft policies and planning documents;
2. This Department shall be organized in three divisions:
2.1.Division for Planning, Drafting and Analyzing of Policies;
2.2.Division for Monitoring and Evaluation;
2.3.Division for Research and Statistics.
