Mission: Kosovo Center for Public Security, Education and Development (KCPSED) as integral part of the Ministry of Internal Affairs, is institution which provides technical, administrative and educational support to all public security agencies, such as: Kosovo Police Service, UNMIK Customs Service, Department for Management of Emergencies and Kosovo Correctional Service.
KCPSED engages in providing and insuring high professional quality during trainings, in institutional management, and in division of resources for all public security agencies. KCPSED is responsible also for ensuring professional standards based in competencies which are given for education and training of members of the agencies for public security.
Background: Kosovo Center for Public Security, Education and Development is transformed in January 2006 from the Kosovo Police Service School established in September 1999 by UNMIK Pillar III, respectively Organization for Security and Cooperation in Europe Mission in Kosovo, with intention of creating a modern police force, which will return the confidence to the law enforcement and in efficient manner apply the principles of commission of police duties in cooperation with the community.
Education of members of public security agencies is one of the key components of development and establishment of a modern and sustainable system of security in Kosova. These agencies are prepared in professional manner and according to the internationally accepted standards, to cope with the challenges and threats which have evolved and taken other dimension.
Organized crime, international terrorism and other forms of negative occurrences have placed as imperative in front of us to think on how to fight them in future.
The Center is responsible for training and technical support of all agencies for public security; therefore similarities noted in the working methodology for education of personnel are conducted after the identification of needs for unification in professional development of public security institutions.
Continuation of increase of capacities of the Centers personnel through trainings and professional courses and continuation and increase at a higher level of the cooperation with the OSCE and other international organizations is conducted with purpose of further professional advancement therefore these will be priorities of the Centre.
Within a year in KCPSED are trained from 12.000 to 13.000 public security officers in the basic training, advanced and specialized.
Center has sufficient capacities to, in successful manner; provide integrated services for other disciplines and it became also part of institutional scheme for these branches. It is a challenge to find an organizing concept which continues to be built successfully and in already established relations, thanks to the work of the all previous and current staff of this Center.
Recruitment and selection of cadets: During the selection, conscious efforts are made to recruit males and females from throughout Kosova, who reflect the multi-ethnicity in Kosova.
First of all, the applicants in the public security agencies should have middle education, to be physically and psychologically healthy, without criminal record, and to be residents of Kosova.
Standards and criteria which should be fulfilled from everyone who applies in the Kosovo Police Service, except criteria stipulated above, should be of age from minimum 21-55 years old.
Whereas, they should be of the age 18-35 years, to apply in Kosovo Fire-fighting Service. Physical test includes also the operative skills defined by the central authority within the standards of the competencies of emergent readiness for fire-extinguishing and rescue.
Criteria which should be fulfilled from everyone who apply for admission in the Kosovo Customs Service except general criteria are determined in the basis of special criteria of the vacancies for the posts. Applicants during the interview should show abilities and skills for the work of customs officer.
To apply in the Correctional Service, the candidate except general criteria should be of age at least 23 years old.
All applicants in the public security agencies should be of strong moral character, to be tolerant and to display dedication for protection of human rights.
Educational program in the Center: To conclude the education in the Center, students are subjected to a number of educational programs before they are assigned to the duty in their respective agencies.
KPS students should finish police schooling of 20 weeks, respectively 800 academic hours (lectures and practical exercises). The basic plan-program supports the principles of the accomplishment of the police works in democracy and human rights, and covers wide variety of skills which are required for commission of police work in democratic society.
These include: patrol duties, investigation of crime, collection of forensic evidence (crim-techniques), control of traffic, protection tactics, use of force and fire weapons, first aid, applicable laws and interviewing techniques. International standards for human rights are incorporated in all essential topics in the class-room and also in outdoor practical exercises.
Basic training for students of Customs Service has 8 weeks and it is conducted in two phases: Theoretic 5 weeks phase and practical 3 weeks phase. The themes which are conducted in the training has to do with the mandate (role, duties and responsibilities of KCS), which are based in the Kosovo Customs Code and in instructions and other normative which implements the Kosovo Customs Code.
Students of the Correctional Service should conclude 4 months training which includes the theoretical and practical part. Themes which are conducted during the basic training in general include the work with prisoners, re-socialising work, working methods, interview with prisoners, search of prisoners, management of the behavior of prisoners, escort and their security, intervention in emergent situations, use of force, human rights etc.
The ones who are admitted in the Fire-fighting Service should finish 2 weeks basic course and for professional fire-fighter 8 weeks professional course. Basic plan-program includes the following themes: Means and personal and joint fire-fighting equipment, the process of ignition, development and extinguishing of fire, first aid, emergent evacuations, operative-technical and tactical fire-fighting actions, types of fire (internal fires and external fires), fixed (tools for extinguishing fire), water supplies, use of hydraulic equipment for AKRR, protection from fire, seeking-rescue from the high places (buildings), preservation of traces during the fire-extinguishing, emergent driving, fire-fighting interventions according to the standards, duties and obligations of the fire-fighters in operative actions, dangerous materials, materials for extinguishing fires and newest fire-fighting equipment.
Students assessment: In proportion with the rules and principles of the basic training, at the end all students of the agencies of the public security are subjected to different tests, which are conditions to become member of a respective service.
Kosovo Police Service Officers after the conclusion of the basic training pass to the field training, being evaluated by the PFTO with daily, weekly and monthly evaluation and at the end with a final evaluation of field training.
Students of the Customs Service at the end of the theoretical are subjected to the written test on general knowledge, result of which enables them to pass to the practical training phase and probation 6 months phase. The theoretical training phase is supervised and evaluated by the training sector, while the practical training phase is supervised and evaluated by the Training Cooperator for respective PKN or PKA.
The evaluation of the students of the Correctional Service, after the conclusion of training is conducted in written, and includes two tests: middle test and final test.
While, the evaluation of students Fire-fighters i conducted by instructors who evaluate students in the theoretical and practical part, and also during the team work.
Public interest in management of professional standards: The nature of the authoritative roles which departments (organizations of public security) execute for rhe Government, their interaction in the service and in the application within a society, makes that their professional standards be responsible towards society through the law. In order to secure the evidence for the support of the needs for engagement of citizens in management of public security, we should continuously remind that we are peacekeepers and creators of institutions in Kosova.
It exist a big possibility that law enforcement bodies which operates especially in the frames of their professional culture to be separated from the society, which they suppose to protect and serve. The society may ensure through respective professional standards, a reasonable influence in the selection of employment and development. This means division of responsibilities for management of public security, without obstructing daily operational authorizations of the leadership for public security. Center is responsible for insurance of ordinary technical services and for maintenance of the Center. Thus, all disciplines have access, to a certain level, to services and building for which it agreed during the cycles of planning.
Special Departments for Public Security will manage their academies and programs, cooperating as needed in promotion of efficiency and harmony in work. Center will cooperate in developing an annual budget, which will support mandatory training of special (individual) disciplines and anticipated services, with purpose of insuring professional level of support to the institution.
